Factory Law is for labours and the factory owner’s also. Recently, a new factory law was passed on June 2, 1897 to reduce the working hours in factories and mills and to establish holidays. The Factory Acts told to be a series of Acts which was passed by the Parliament of the United Kingdom for limiting the number of hours worked by men, women and children at first in the textile industry and then in all other industries. There are so many rules and regulations under this Factory acts. Like As:

  • The owners of the Factories must obey this law.
  • All the factory rooms should be well ventilated and must washed twice a year.
  • Children must be supplied with two complete outfits of clothing.
  • The ages between 9 to 13 years of children can work maximum 8 hours.
  • The age between 14 to18 years’ old adolescents can work maximum 12 hours.
  • Children under 9 years old are not allowed to be worked not by the factory owners and also not even by their parents.
  • The work hours for the children must begin after 6 a.m. and end before 9 p.m., and cannot exceed 12 hours a day.
  • Children are instructed to read, write the arithmetic for the first 4 years of work.
  • Male and Female children must be sleep in different house quarters.
  • Children will not sleep more than two per bed.
  • On Sundays children will not worked.

For the New Factory Law to be passed, the workers of St. Petersburg had waited for long time, which the government promised in 1896, after the fright received from the mass workers’ strike to the government in the spring of that year. This mass strike at the cotton-weaving mills and cotton-spinning was followed by others, and for all the cases the workers demanded for shorting the working hours. Our government began to occupy itself with the problem for reducing working hours long before 1896.

  It might be objected that joint work by a mass of workers at a factory or a mill is impossible without any discipline: in any job order is needed, somebody has to see and maintain that order is kept and that those who violate it, didn’t care for it are punished. Hence, we shall be told, fines are requires and fines are imposed not because the workers are not free, but because that joint work requires order.

Factory Law is for worker as well as for factory owners. In a factory if a worker is working beyond its limited time then it should be under the factory law or in the other way if workers are not paying attention in their work then they will be fined for their relaxation time in duty hours.

So, every worker should be understandable what fines are should be clear on this point of view. He must know about this so as to refute the usual argument that fines are necessary as because without them joint work is also impossible. The Factory Owner must know about this, so that he can be able to explain to each and every worker about the difference between a fine and compensation for damage, and why fines mean that the workers are not free for work, that means they are subordinated to that of the capitalists.
